Abstract

The paper deals with the issue of meeting transport demand for the active and most numerous part of the population, which makes up the labor force in a large city and agglomeration. In accordance with this, the aim is to find a way to balance transport demand and supply using optimization and transport modeling methods. The concept of "transport demand" for this population group is disclosed. The topicality of this issue from the point of view of both labor economics and labor resources efficiency and from the point of view of creating a "livable city" is noted. The factors of transport demand and transport supply at the level of region and large agglomeration are considered and analyzed. The problem of transport supply and demand balance construction management for this group of population is highlighted. The system analysis of this problem is carried out, during which the most essential circumstances for the solution of existing problems are singled out, and the task of transport demand satisfaction by means of transport infrastructure rational organization, passenger traffic organization, use of digital services is formalized. The criterion for optimizing socio-economic efficiency is formulated as a concept which combines economic and social components. In the task set in the article, such criterion is minimization of the difference between transport demand and transport supply in a certain period of time. At the same time, the issues that arise in solving such problems using transport modelling methods are outlined.
