Abstract
In 1998, U.S. states began legislating mandates for private health insurance plans to cover contraceptives. Increased contraceptive usage may reduce pregnancies, particularly mistimed or unwanted pregnancies, improving infant health. We investigate these possibilities using differences-in-differences with controls for pre-existing trends. Among young Hispanic women, we find a 4 percent decline in the birth rate accompanied by a 3 to 5 percent increase in prenatal visits, consistent with increased wantedness.
