This shift addresses the barriers posed by traditional paywalls, enabling unrestricted access to high-quality research for all, especially those from underfunded institutions and developing nations. The new model emphasizes transparency, replicability, and public engagement in scientific research. To sustain rigorous peer review under open access, ISS has implemented a socialized Article Processing Charge (APC) system and substantial discount programs for scholars from low-income regions.
