Abstract

The article discusses the contradictions of relations in the structure of municipal authorities relevant to the Russian reality concerning the activities of heads of municipalities, representative bodies of local self-government, local administration. The study demonstrates that, as ways to optimize the activities of municipal authorities, one should consider not only expanding the search for legal levers of influence on the system, but also monitoring the dynamics of human capital of the subjects of local self-government, which would reveal the factors of integration of relationships and develop incentives for supporting the partnership of social institutions.
