For that sales maximization, which will improve coal price, cut down coal output, after increasing safety invests. At last, the thesis bring forward that government ought to guide coal enterprise manage seeking sales maximization, but be no profit maximization, thereby government should formulate the coal enterprise' Safety -Energy Conservation and Cut-downing Blowoff policy according to coal enterprise target, that is beneficial to coal enterprise' increases Safety -Energy Conservation and Cut-downing Blowoff Invests, at the same time, which is beneficial to controlling coal output and price , beneficial to health develops for our country coal industry.
