Abstract
In 1981, the Prime Minister, Dr Mahathir, declared a policy of ‘Look East’ in Malaysia (Jomo, 1985, p. 312). This was geographically odd. The reference points were Japan, South Korea and Taiwan and yet these could be said to be as much north of Malaysia as east.
