Abstract

Ecological civilization (EC) is a new paradigm of human civilization development based on the harmonious coexistence of man and nature towards sustainable development. China clearly proposed the EC construction as one of the national development aims in 2007. It is necessary to evaluate the effect of China's EC construction by the target correlation and system coupling aspects from national five-year plan and EC connotation of China perspectives. Applying AHP and grey correlation analysis and coupling theory, the article evaluates the dynamic characteristics and influence factors of the EC construction by establishing the target correlation and coupling coordination degree models and an index system. The results revealed that: (1) The overall level of China's EC construction had been improved greatly from 2006 to 2017. The comprehensive target correlation degree of EC construction (2017) had been raised 67.04% compared with 2006. (2) The comprehensive coupling coordination degree of the system was raised up obviously from 2006 to 2017 and especially exhibited a great improvement after 2016. (3) Comparing the period of the 11th five-year plan, the effectiveness of China's EC construction had been improved significantly during the period of the 13th five-year plan. (4) At the 13th five-year plan stage, the ecological environment was still the main constraint subsystem influencing EC construction. Our work not only provides a new evaluation insight on EC construction but also discloses the change rules of EC construction and the role of the EC strategies as well as the constraints for future EC construction.
