Abstract
Strong disorder in the two-dimensional XY model is shown to favor the first-order phase transition with nonuniversal properties due to reduction of the effective temperature for short-scale fluctuations. The results seem to be of relevance for high-${\mathit{T}}_{\mathit{c}}$ superconducting films.
