Abstract
The Texas-based study by Ward et al. is an LP of rice production alternatives. If a pact is forged between two major players, one being a major electricity and water authority and the other being the nation's ninth largest city, an array of water-conserving activities will be more available (supposedly) to rice producers served by the authority. The main question is how much water will be saved and made available for the thirsty city. Methodologically, the work is old-school but still challenging. My issues with the article pertain mostly to underdisclosure.
