Abstract
In this chapter, the disaster emergency management principle, system, mechanism and legal system, the emergency management modes of the representative countries, the command and mobilization of the disaster emergency response, the transfer and settlement of the disaster victims, and the disaster emergency guarantee are discussed. The disaster emergency management is an important part of the broad-sense disaster management.
