Abstract
AbstrakPenelitian ini membahas upaya diplomasi kebudayaan Pemerintah Indonesia dalam memperkuat hubungan bilateral dengan Laos dan menanamkan citra positif Indonesia di Laos melalui Program BIPA (Bahasa Indonesia bagi Penutur Asing) pada periode 2016-2022. Program BIPA di Laos diharapkan dapat membantu meningkatkan hubungan kedua negara dan membangun citra positif Indonesia melalui pemahaman bahasa dan budaya. Pemerintah Indonesia telah melakukan berbagai upaya dalam pelaksanaan program ini, para pengajar menggunakan berbagai media yang dapat mendukung dalam penyampaian materi dengan berbagai kegiatan diplomasi budaya. Penelitian ini mengacu pada konsep diplomasi kebudayaan dan menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data yang bersifat sekunder dengan menggunakan studi pustaka yang bersumber dari buku, jurnal dan artikel resmi. Hasil Penelitian ini menemukan dalam pelaksanaan diplomasi budaya melalui Program BIPA, Indonesia menerapkan diplomasi dengan cara damai dan memanfaatkan berbagai bentuk yaitu eksibisi, kompetisi, dan pertukaran ahli atau studi. Dengan demikian, dapat menciptakan citra positif terhadap Indonesia di Laos.Kata Kunci: Diplomasi budaya, Program BIPA, Indonesia, LaosAbstractThis research examines the cultural diplomacy efforts of the Indonesian Government to strengthen bilateral relations with Laos and instill a positive image of Indonesia in Laos through the Indonesian Language for Foreign Speakers (BIPA) Program during the period of 2016-2022. The BIPA Program in Laos is expected to help enhance the relationship between the two countries and build a positive image of Indonesia through language and cultural understanding. The Indonesian Government has made various efforts in implementing this program, with instructors using various media to support the delivery of materials through cultural diplomacy activities. This research is based on the concept of cultural diplomacy and employs a qualitative descriptive research method, utilizing secondary data collection techniques through literature review from books, journals, and official articles. The findings of this research reveal that in the implementation of cultural diplomacy through the BIPA Program, Indonesia applies peaceful diplomacy and utilizes various forms such as exhibitions, competitions, and expert exchanges or studies.
