Abstract

The article presents an analysis of digital transformation process in Russian Federation public administration system at the present stage. Particular attention is paid to “digital maturity” assessment as a key target indicator of “digital space” formation and development of information and communication technologies within the national economy. The author systematize the transformation stages with the allocation of organizational, legal, infrastructural changes and the main tools of digitalization. The methodology for calculating the target indicators of the national development goal digital transformation of the Russian Federation Ministry of Digital Development, Communications and Mass Communications and the methodology for calculating indicators for evaluating the effectiveness of Russian regions senior officials and the activities of executive authorities are considered. It is proposed to improve the methodology for assessing “digital maturity” in terms of assessing the public administration system readiness for digital transformation, taking into account the regional specifics of these processes. It is proved that in order to ensure an objective and comprehensive assessment of public administration system “digital maturity” level in Russian Federation regions, along with the characteristics of the basic conditions for the implementation of digital transformation, which determine, in fact, the readiness’ degree of region for use information technologies, it is necessary to take into account the influence of regional factors that hinder or contribute to the development of these processes.
