Abstract

Open Data is a public information disclosure instrument based on information technology that is a solution for increasing requirement of data and public information. Jakarta Provincial Government is the first province, which has implemented it to improve user data access, as well as efficiency and effectiveness of data supply management. Since it is launched in 2015 until early 2017, only 56 out of 362 organizations in Jakarta Provincial Government are actively adding sets of data into the data portal of such program. This research aims to determine the diffusion process of innovation and the obstacles in the program. It uses qualitative descriptive method to describe the problem and explore the solution in detail. Then the results showed that the process of diffusion of program innovation prioritizes communication channels through interpersonal communication in groups or individuals. The decision-making process of innovation by SKPD/UKPD under Jakarta Provincial Government aims to take an attitude towards innovation can be outlined into several stages, namely knowledge, persuasion, decision, implementation and confirmation. Further, the innovation obstacles found are some form of resistance against innovation in the form of habitual adopter factors that are difficult to change in the implementation process and distortion of messages on personal factors in the form of constraints on the use of information technology language that is difficult to understand
