Abstract

Previously, we were familiar with the subsidy mechanism in all socio-economic activities. Entering the period of renovation, we have realized that the subsidy mechanism has negative effects on the innovation of social activities by discouraging the creativity of individuals and organizations. And now, the "subsidy" still exists in the management culture in production, business or even in the field of training. The change of the market-oriented economy has required: the autonomy of organizations to be self-responsible is extremely necessary. Through a survey of Vietnam's legal documents, the research team identified two approaches to university autonomy: academic approach and financial approach. Preliminary research leads to the notion that university autonomy must be academic autonomy. In order to achieve academic autonomy, all policies must acknowledge the importance of the novelty of science.
