Since this writing is a concept paper, the writing method is qualitative based on library research. This study uses secondary sources such as research results in journals, scientific writing and historical sources. The results of the study found that the concept of ethics and civilization for the PEP course needs to be seen in the context of the civilization of the Malay World and the malay as a native people.
