Abstract

The aim of this research is to design a possible health tourism development strategy that combines social, ecological and economic aspects in tourism development in Azerbaijan as a whole. To achieve this goal, there are several problems that appear in implementing the health tourism area strategy, namely weak tourism institutions and human resources, lack of community participation and not yet optimal land use. The methodology used in this activity is through focus group discussions, analyzing the needs of all stakeholders, and developing a systems approach through questionnaires and in-depth interviews with all stakeholders, for example government institutions and with prospective techniques. The results of the implementation of the activities show that several criteria such as conservation and maintenance, so that a strategic way is still needed to achieve sustainable tourism development. The expected impact will also support community empowerment, environmental preservation, and efforts to divert tourist interest.
