Abstract

Purpose The purpose of this chapter is to develop a methodology of complex diagnostics and ranking of economic security of regions for sustainable development of their digital economy by the example of modern Russia. Design/methodology/approach Development of the methodology of complex diagnostics and ranking of cybersecurity of regions for sustainable development of their digital economy is built based on T.L. Saaty’s hierarchy process. This allows ensuring the ranking of indicators of cybersecurity by the level of significance, which provides the most precise result of the evaluation. The proprietary methodology is adapted to the specifics of the regional economy in modern Russia, based on the statistics on cybersecurity in 2020. Findings For development of the methodology of complex diagnostics and ranking of economic security of regions for sustainable development of their digital economy, a proprietary methodology of cybersecurity assessment is offered. Within this methodology, a universal algorithm is compiled, and recommendations for its adaptation for use in modern Russia’s regions are offered. Originality/value The following advantages are provided due to the authors’ methodology. Firstly, a common methodology is created—it could be used in all countries of the world and take into account the specifics of their regional economy. Secondly, it is offered to rank the indicators of cybersecurity by the level of significance, which allows obtaining the most precise and correct results of the assessment. Thirdly, recommendations are given—by the example of modern Russia—for starting the practice of statistical accounting of cybersecurity in a region; they allow using the existing statistics, thus simplifying and accelerating the collection of data for diagnostics and ranking of cybersecurity in regions for complex evaluation of sustainability of development of their digital economy.
