DEVELOPMENT OF INTERNATIONAL ENVIRONMENTAL AND ECONOMIC POLICY ON CLIMATE CHANGE

Abstract

The problem of global climate change is among the most urgent global issues in modern world. It is quite difficult to find ways to solve global climate change problem at the international level. This is due to the specificity of the problem, considering various impacts of climate change in different countries and regions, different levels of economic development and levels of greenhouse gas emissions in different countries, connection and dependence between climate change and economic development, the complexity of energy issues, etc. Therefore, a new direction of international diplomacy, so-called climate diplomacy, appeared in the second half of the 20 th century, aiming at the development of decisions to tackle global climate change problem, concerning account and balancing of the interests of all participants and global interest in climate change mitigation and adaptation to climate change. Firstly, the main international environmental agreements on climate change, as well as documents in the field of climate diplomacy in the EU, are analyzed. The specifics of international negotiation process at the Conferences of the Parties to the United Nations Framework Convention on Climate Change, the complexity of the formation of the common agreed policy on climate change at the global level are highlighted. Ukraine's participation in international negotiation process on climate change is considered. The issues of development of environmental and economic policy on climate change in Ukraine, Ukraine's commitment to reduce greenhouse gas emissions and key regulatory acts in the field of climate change in Ukraine are analyzed. Secondly, some recommendations on the development of climate change policy in Ukraine are formulated. The emphasis is made on the need for greening of Ukrainian economy, transition to low carbon development and real reduction of greenhouse gas emissions in Ukraine. As the EU is a leader in the development and implementation of mechanisms and instruments of climate change policy at the international and national levels, and unlike the EU, Ukraine does not pay sufficient attention to climate change problem, the authors stress the importance of taking into account by Ukraine the EU experience in developing climate change policy. Thus, the compliance of Ukraine’s climate change policy with the international agreements signed and ratified by Ukraine, taking into account the conclusions of scientific experts concerning the need to reduce anthropogenic influence on climate system are necessary key issues to be considered during developing and implementing climate change policy in Ukraine.
