Abstract

The paper considers the transformation of social guarantees by the example of statutory subsistence minimum in theRepublicofSakha(Yakutia). It was revealed that the rate of decline subsistence minimum compared to climatically the less severe territories contributed to the aggravation of problems of social security. The structure of dynamics of the purchasing power of the population’s wages, both at the level of municipalities and for the main economic activities, shows social vulnerability of a person with the increase in climate discomfort that causes a decline in living standards and an increase in the migration mobility of the population.
