Development and Implementation of Irkutsk Region’s State Programs and Regional Projects in Road Management

Abstract

The article is devoted to development and implementation of Irkutsk region’s state programs and regional projects in road management. The planning and implementation key problems of state programs that hinder the timely and effective achievement of target indicators for the development of road sector in the region are highlighted. The expediency and possibility of adjusting the measures of Irkutsk region’s state program for road facilities development in order to ensure the achievement of target indicators and optimize financial support for the implementation of the Irkutsk region’s five-year road activity plan for 2023–2027 is substantiated. It was concluded that it is necessary to further improve the legal, organizational and methodological foundations of the activities of the state authorities of the region and public sector organizations for the development of the road economy in order to provide facilities for the formation of a single economic space of the country, the implementation of social programs and investment projects.
