Abstract

It is almost commonly agreed that bringing user-training in automation as close as possible to the actual work situation of the target-group is far more preferable than offering general courses with open-entry possibilities. However, as always the development of ideas is much easier than the realization of practical plans of action. The opinions in this paper are based on a few years' practical experience of decentralizing user-training in automation within the Dutch Civil Service. The project has been initiated by the Government Training Institute (GTI) with the intention of delegating user-training to the individual departments and sections. It has become very clear that both the GTI and the individual department should not underestimate the many demands that are to be met in order to provide the necessary conditions for an effective and satisfactory performance of training activities.
