Abstract

According to statistics, the number of elementary schools containing less than 200 pupils reached 1,264 in 2015. Assessment results presented by the Organisation for Economic Co-operation and Development (OECD) suggested an uneven distribution of learning resources between urban and rural areas, underscoring the difficulties of increasing technology literacy in rural areas as well as the importance of the digital divide existing between rural and urban areas. Hence, this study developed an innovative, interactive distance learning model for resolving the effects associated with limited investments in education as well as limitations inherent in school management, bridging the major digital divide between urban and rural areas, and ensuring the even distribution of teaching resources in Taiwan. This model approaching that students exhibited an overall satisfaction level of 90% and increased technology literacy and competitiveness.
