Abstract
This paper takes stock of the development policy of the German Government and analyses new perspectives after the take-over of Minister Dirk Niebel from the Liberal Party. The former Minister Heidemarie Minister Wieczorek-Zeul (Social Democratic Party, 1998–2009) had shifted the focus of German development policy from the project and programme level to global policy issues (“global structural policy”). This was initially appreciated by many experts of the research and development community. However, the effectiveness of the cooperation with and in partner countries was rather low. The implementation suffered from a lack of political analysis and competent advisory services. The implementing agencies were not given enough freedom and flexibility. The new government has now started initiatives to strengthen the idea of subsidiarity in development cooperation, in particular by putting more emphasis on the cooperation with the private sector.
