L. ; Guillen, A. Abstract A method is described whereby the reflectivity of the lunar surface may be determined by measuring the amount of cosmic noise being reflected. The method is applied to data obtained at the Jicamarca Radar Observatory. It is determined that the apparent dielectric constant of the lunar surface material at a wave- length of 6 m is 3. .7. This indicates that the wavelength dependence of the reflectivity is not quite as strong as previous observational results would tend to indicate, and that relatively loosely packed surface strata must exist to depths of several meters.
