Abstract

Abstract The most important conditions for successful implementation of the Safe and High-Quality Roads project are defined. This project shall increase traffic safety and road quality in 34 largest urban agglomerations of the Russian Federation. Issues of the selection of priorities based on functions of streets and roads, and corresponding transport communication are addressed. A necessity for the transition to long-term contracts focused on final indicators of road usability that shall reorient contractors to ensuring road quality and durability, application of innovative solutions, as well as encourage the development of road business in regions, is considered. Common errors in the design of planning concepts are presented, a necessity for the widespread use of local measures in street and road planning, providing uniform traffic convenience, is rationalized, a list of the most popular local measures is provided. A necessity for the development of recommendations on the modernization of planning concepts of the existing highways is highlighted within the Safe and High-Quality Roads project and sets of standard solutions. Best foreign practices in reorganization of the urban street space to provide higher traffic convenience for all road users as well as traffic safety are described. A necessity for the use of transport modelling to develop design solutions is determined. Basic models required for the resolution of various tasks are provided. Importance of work planning with account for their seasonality and strict compliance with process requirements to the performance of works is highlighted. Use of modern methods and technologies of traffic management represents a mandatory condition for the efficient and safe operation of an urban street and road network, which can be provided by means of implementation of intelligent transportation systems (ITS). The most rational approaches to the creation of ITS in agglomerations are examined.
