Abstract

This paper explores Free and Open Source (FOS) Geographical Information System (GIS) with multi-platform feature applicable in distribution Supervisory Control and Data Acquisition (SCADA) providing lightweight GIS functions. To realize the complete integration of GIS and SCADA, a scheme is proposed to develop distribution SCADA applications based on FOS GIS. An evaluation is carried out to several FOS desktop GIS projects using a formal method and by the utilization of test installations. The results show that uDig which is built with Eclipse Rich Client Platform (RCP) is suitable to be the base platform. Moreover it is flexible to make secondary development. The user interface of distribution SCADA is directly developed on GIS platform making use of the same distribution network model to draw both GIS based feeder maps and electric diagrams on the basis of the graphic architecture of uDig. The distribution network model is in accordance with Common Information Model (CIM) in IEC61970. System designed in the proposed scheme is convenient to integrate with other power utilities.
