Abstract
The article presents a reflection on the construction of public health from different aspects, concluding the ethical, economic, cultural and ecological necessity implies the existence of citizens and not consumers health, rethought organizational systems and mechanisms of participation and user involvement in the health sector. Capital, empowerment, self-care and self-management, more territorial dimension and local development, with governance, ethics of care and networks are topics in which eclectically takes this reflection. Develop networks for healthcare involves building synergies through coordination instruments without hierarchy (heterarchy) between nodes of the network, guided by the demands arising from the territory. Territorial claims surveyed require combining economic, cultural and environmental aspects, making joint economic policies with social policies. The notion of network proposes a re-interpretation of the relationship between state and society, because demand self-organization and self-regulation in the institutions and regional organizations, with exchanges of resources linked to the experience of the actors, and political resources, related to the position actors in the political system.
