Abstract
The main objective of this text is to honor David Bayley. David, who passed away in 2020,was one of the most respected Public Safety and policing researchers in the world. Thislegendary figure in the knowledge of police work wrote 18 academic books and hundredsof articles and his conceptions are significant for the police universe, including in theBrazilian scenario. His work was distinctive and striking, because when carrying out studies on Public Safety, Bayley went to see the work of policemen, not only in its strategicnuances, but also with the policemen who deliver services to the population. Driven by athought of the police role in protecting and promoting democratic principles, he sought toobserve the differences between police behavior in various countries. David Bayley passedaway on May 10, 2020, at 87 years of a fruitful and exemplary life with academic production backed by field studies in multiple police, societies and governments. His two maininterests were the study of strategic changes in police organizations and the comparisonbetween international practices of these institutions.
