Abstract

During 2017-2019 the United States, the United Nations and NATO (Resolute Support Mission) continue taking an active part in the political resolution in Afghanistan. Following the Strategy D.Trump Administration on Afghanistan and South Asia created the military and political conditions for starting negotiation process between the conflicting parties. The security situation in Afghanistan continues worsening. The decisions of the Geneva Conference on Afghanistan (2018) emphasized the role of the United Nations, the USA and NATO allies in the formation of new perspectives in that country. Wide international support and regional states also was conducive to the beginning of peace negotiations. The negotiation positions of the United States and its NATO allies and Afghanistan Government are based on the results of ISAF and Resolute Support missions and the progress of the Afghan society in the last 18 years. The landmark offer to Taliban was made by the Afghan Government in February 2018: to start unconditional peace negotiations. At the Geneva Conference President Ashraf Gani initiated The Road Map Achieving Peace which was supported by international community. Taliban changed its positions on peace talking process. The influence of forthcoming withdrawal of American military contingent from Afghanistan on the guaranting of security in that country and the whole region was paid attention to in this research.
