Abstract

Significance Contrary to past commitments, the Czech EU presidency will not produce any high-level political initiative to further the stalled EU integration of the Western Balkans. Priorities have refocused to Ukraine, the migration crisis, energy security, defence and stronger national economic and democratic resilience. Impacts The Western Balkans summit, previously announced as the highlight of the Czech presidency, will either be cancelled or become lower profile. Prague will highlight the need for Western Balkan alignment with EU foreign policy. If accession talks with Albania and North Macedonia are not opened in the final French presidency period, they will likely remain stalled. President Milos Zeman’s unilateral support for Serbia may undermine government policy.
