Abstract

David Ashton examines the continuing problem of the relationship between line managers and training specialists. He identifies four issues that seem to be common despite the variety of organisational practice: ownership; language; role clarification; and competence. He also suggests that the concept of contract may be a useful way of tackling these issues.
