Abstract

Cultural right is perhaps the most important element of citizenship rights because they are presented as empowering rights and it can provide ability to monitor on government and on the way of people's lives. In the sense that if a citizen of the Islamic community has a proper understanding of the ethics and cultural principles (dignity of humans, respect for one another and piety ...), is effective in citizens' awareness. Essentially, combining civil rights with morality and virtue is one of the most important factors in human and cultural relations for the survival of a collective life in an Islamic society, which is a precise criterion for knowing the pure actions from the impure. Perhaps in this society, the rights of all citizens, if implemented (in cultural area and in the social dimension) it is a suitable pattern for other countries (in the scope of culture in the international dimension). It also evolves morality and has a special place in civil rights. Therefore, if the principles and rules of the basic principles, which it is include the principle of moderation, tolerance, legality, law and justice, we put as the extent and degree of the actions of the citizens of the Islamic society, In that case, it can be said that cultural maturity completes Islamic citizenship rights.
