CRITERIA OF THE ADMISSIBLE RISK DURING THE DECLARING OF INDUSTRIAL SAFETY AND JUSTIFICATION OF SAFETY OF THE HAZARDOUS PRODUCTION FACILITY

Abstract

Noted need of risk assessment under declaration of industrial safety and justification of safety of the hazardous production facility (HPF). Definition of terms is given: «justification of safety of hazardous production facility», «development of the declaration of industrial safety» and «estimation of risk». The sources establishing the standard admissible (acceptable) risk sizes are given in article: individual fire risk for the people who are in the territory of production object; the individual firefighter and the social firefighter of risks for the people who are in a residential zone, a public and business zone or a zone of recreational appointment near object; and also standards of the acceptable levels of risks for territories in coordinates «emergency frequency – material damage» and «emergency frequency – number of victims». Definitions of the main quantitative indices of risk of accident are given: technical risk, individual risk, potential territorial risk (or potential risk), collective risk, social risk, or F/N a curve expected damage. It is specified that in many cases, the values of risk received in the settlement way can't be estimated as there are no criteria of the acceptable (admissible) risk. Criteria of ensuring safe operation at derogation from requirements of federal norms and rules of industrial safety in normative documents are also not established. The condition of the acceptability of risk can be expressed as conditions of performance of certain safety requirements. Qualitative criteria of safe operation of HPF are offered. The conclusion is drawn on need of reduction for normative documents concrete, first of all quantitative, indicators of the acceptable risk, criteria of safety since it will promote real ensuring safe operation of hazardous production facilities.
