Abstract

The operation of gangs in Kyrgyzstan, the purpose of which is to carry out armed attacks on enterprises, institutions, organizations or individuals, threatens public safety in general and the lives, health of individuals and their property, hinders the normal economic activity that creates the state insecurity of society from criminal encroachments. All this presupposes the need for the state to take effective measures, including criminal law, aimed at combating banditry. But the effectiveness of such measures is hardly possible without a clear understanding of the legal nature of banditry, which can be achieved, including by analyzing the experience of criminal liability for banditry in the legislation of foreign countries.
