Abstract

In response to Don C. Gibbons's earlier call for some “outrageous” proposals, this article outlines an eight-point comprehensive plan to reduce crime through enhancement of human development and human capital. The proposal focuses on our investments in the institutions of social reproduction, which in the last decade have been undermined. The proposal calls for the establishment of an “educational-industrial complex” to coordinate the economy and our human development activities.
