Abstract
Cantor is a transportable system for data analysis based on the relational data model. It is designed to be used for the management, description, analysis, and presentation of statistical data. The design and production of this system has been carried out over a number of years at the Swedish National Defence Research Institute. The present paper will describe important steps in the decision making and project management processes, pointing out also where and why mistakes were committed. In this discussion, the different approaches of the small and successful initial prototype study, of the first implementation phase, and of the now almost complete second implementation phase will be used for comparison.
