Abstract

Recent and projected federal legislation has offered new hope that correctional manpower problems will be not only addressed but overcome. However, this will not occur if the field remains in bondage to the clinical model of prevention and rehabilita tion because (1) this model has not proven itself successful and (2) even if we assume its success, there will not be enough social workers, psychologists, and psychiatrists to man it. Both the opportunity and the challenge are now at hand for experimental programs which will demonstrate how to utilize more effectively a whole range of personnel from the unedu cated to the highly educated in correctional work.
