Abstract

The object of research work is the processes and technologies of forming a harmonized informational and educational space. One of the most problematic places in connection with the rapid, forced by difficult circumstances in the country, transition to distance or mixed form of education, lately, is a change in the concept of the development of higher education. At the same time, in difficult conditions, the role of information technology (IT) is growing rapidly. Availability, flexibility and convenience of information systems (IS) should be ensured by improving existing and developing new technologies capable of supporting both the implementation of the main educational process and other business processes (BP) of higher education institutions. In the course of the research, existing types of divergence and convergence in technical fields were analyzed and used. A convergent-divergent methodology was developed, taking into account indicators of attractiveness, profitability, values, competences and indicators of success. A classification of features of models, methods, and IT management of strategic development of higher education institutions (HEIs) was carried out. The possibility of implementing the proposed convergent-divergent methodology for the harmonization of a balanced educational space has been determined. The obtained results of the developed methodology for the harmonization of a balanced educational space are implemented in higher education institutions according to the value-competency approach. This ensures that the active use of available software tools for the formation of BP of distance learning over the past two years has revealed a significant number of real problems that were almost ignored before, in the conditions of stationary training. All these aspects form a real need for the development of new models for the creation of information systems for the formation of educational space.
