Abstract

Ensuring Ukraine's membership in the European Union and Ukraine's accession to NATO requires a high standard of living for the citizens of Ukraine, and requires the active use of the state's scientific potential in the creation of progressive information technologies for managing the development of higher education institutions. Solving the problems faced by Ukraine on the way to European integration requires the use of a convergent-divergent methodology for the development and functioning of information technologies for the harmonization of a balanced educational space in the strategic management of the development of modern institutions of higher education. This methodology makes it possible to combine labor, organizational, managerial, technological, business, scientific-methodical and scientific processes of higher education institutions in a minimally-lossy information space and significantly improve the quality of education and science in the training of: bachelors, masters, postgraduates, doctoral students on the basis of the introduction of new scientific and educational strategies, projects and programs, as well as to increase the rating of higher education institutions in a competitive environment. An integrated probabilistic multi-strategic model of training, which makes it possible to simulate in real time the processes of training of specialists in higher education in various specialties, scientific personnel, retraining of teachers, specialists for conducting business activities under the conditions of stationary and distance learning systems, which are heterogeneous in terms of physical, functional and educational characteristics . At the same time, the integration of the model is determined by the combination of basic pedagogical strategies with encouragement, with correction, mixed strategy and objective, which are based on the issuance of messages and changes in the assessment of the quality of learning in normal and turbulent learning conditions. The methods of modeling business processes of higher education development management are based on the functional tools of the methodology of harmonizing the educational environment to improve the quality of education under the conditions of determining the potential material and personnel resources of higher education with the use of financial and economic tools of their SWOT analysis, as well as when making management decisions regarding the construction of information the system of harmonization of "organizational competence in the management of the development of educational institutions" and the study of organizational, economic and financial profitable strategies for the survival of educational institutions in a competitive environment. The theoretical foundations of the automated management of educational institutions and information technologies and management systems of their structural subdivisions developed in the work contain elements of system, information, project, process and value-competency approaches. This will make it possible to obtain results that have a fairly high degree of readiness for use in the implementation of similar information technologies in higher educational institutions of the educational space.
