Abstract
Based on the analysis of connotation and drawing on the experience of quality first,system management, process control, prevention first, endlessly improving core concept and working idea in total quality management, the paper raises and enforces the project on the quality controlling and monitoring system of adult higher medical education and teaching in University of South China. It also explores and practises the task, goal, elementary architecture and management element of the quality controlling and monitoring system, and guarantee mechanism which run this system.
