Abstract

Promoting high-quality development of manufacturing is not only an important part of promoting high-quality economic development, but also an inevitable requirement for deepening supply-side structural reform, as well as an objective requirement for comprehensively building a great modern socialist country. Based on the basic requirement of manufacturing high-quality development, this paper builds evaluation index system from two dimensions of “source” and “fruit”, containing six secondary indicators: innovationdriven, intellectualization-driven, service-driven, high added-value, high productivity, high efficiency. Then, we measure the high-quality development level of 30 provinces and 27 manufacturing sub-industries in China from 2011 to 2019 by using the ″Vertical-Horizontal″ Wide Range. We find that the overall high-quality development level of manufacturing industry is on the rise; By region, the high-quality development level of manufacturing industry is normally distributed, showing obvious regional heterogeneity of “strong east and weak west”. By industry, the sub-industries of the manufacturing industry have improved their high-quality development level to varying degrees, showing a good development trend. However, most of the molecular industries in China’s manufacturing industry are at a lower level, and only a small part is at a higher level. Based on this, the path of high-quality development of manufacturing industry lies in encouraging enterprise innovation, promoting supply-side structural reform, highlighting the integrated development of industries and driving intelligent manufacturing.
