Abstract

We are publishing below a speech by the Minister of Foreign Affairs of the USSR, E. A. Shevardnadze, to the Twenty-first Party Conference of the USSR Ministry of Foreign Affairs on the occasion of the announcement of his candidacy for delegate to the Twenty-eighth Congress of the CPSU. We presume that this speech is of broad interest to readers since it touches on the most relevant and "sensitive" problems of foreign and domestic policy.
