Abstract

This paper explores the ideas of integrated urban conservation as a framework for formulating strategies and actions that target processes for legally regularizing the ownership of land in low-income settlements of Brazilian cities. More specifically it shows the applicability of its general principles for the planning of these areas with a view to the permanence of its residents by guaranteeing ownership of dwellings and the provision of better environmental conditions. Therefore, it has a practical purpose to the extent that it is based on implementing the aforementioned ideas in formulating the Urban Plan of do (Jaboatao dos Guararapes-PE), which lies within a national historic park. First, the paper presents the concepts of permanence and change and the legal conditions restricting the land regularization of the low-income settlements. Secondly, expose the main urban problems (infrastructure and land occupation) of the area, the Corrego do Balaio (Jaboatao dos Guararapes Brazil), that is in national heritage park. Finaly, presents the application of the concepts and conditionings in the development of the urban master plan of the area.

Este ensaio explora as ideias da conservação integrada urbana, como marco para a formulação de estratégias e ações direcionadas a processos de regularização fundiária em assentamentos populares de cidades brasileiras que mantêm forte relação com bens patrimoniais reconhecidos socialmente. O texto inicia com a apresentação dos principais conceitos da conservação urbana — permanência e mudança — e dos condicionantes legais de caráter urbanístico a serem considerados no processo de regularização fundiária de assentamentos populares. Continua por meio da explanação dos problemas urbanísticos (infraestruturas e ocupação do solo) do Córrego do Balaio (Jaboatão dos Guararapes-PE), assentamento inserido em um Parque Histórico Nacional. Mostra a aplicação das aludidas ideias na formulação de seu Plano Urbanístico.
