Abstract

For boards to be seen as arenas capable of influencing public policies, it is necessary to verify what they actually produce and what effects their decisions produce on the public policy management bodies. The aim of this article is to analyze the decision making performance of the National Health Council and the effects that its resolutions have on government. The research fits the agenda that seeks to investigate the effects that the councils have on public management. It is a case study, carried out through documentary analysis, whose objects were the resolutions produced in the period from 2007 to 2017. The resolutions were cataloged and framed according to a typology that considered the deliberate themes. The results reveal that the National Health Council produces mostly decisions that affect its internal functioning, with the minority dealing with public policies and other external issues. Most of the resolutions on financing of the Unified Health System were not fulfilled by the government, while the resolutions on guidelines for public policies generated effects on the management bodies, with a view to incorporating guidelines.
