Abstract

This research seeks to identify factors related to individual House and Senate members' oversight of the Clean Air Act. Three measures of oversight were constructed from a content analysis of legislators' statements in hearings. The results identify factors related to the three measures and to oversight behavior in each chamber. The amount of oversight behavior explained, however, was low. A discussion of this finding and directions for future study are presented.
