Abstract

This article presents main proposals on the concept of development of the Bilyar State Historical, Archaeological and Natural Museum-Reserve. The high potential of cultural and natural heritage in the territory of the Bilyar settlement and in its surroundings, which is currently not fully used, is noted. The identified heritage of the "Great City", the most important political and administrative, craft, commercial and cultural center of Volga Bulgaria, allows us to talk about it as one of the largest archaeological sites in Europe, and the Bilyar Museum-Reserve itself can become one of the interesting and promising museum centers of the Republic of Tatarstan. Both general directions of promising development of the Bilyar Museum-Reserve and specific museum and infrastructure projects are proposed. Proposals are formulated for the museumification of archaeological heritage, for the use of natural and landscape potential, for the creation of an ethnographic exposition, for the development of events' tourism, the formation of the "Craftsmen City " as well as proposals for the development of infrastructure on the territory of the museum-reserve and the Alekseevsky district of the Republic of Tatarstan. An assessment of the socio-economic effectiveness of the implementation of the intended concept was given.
