Abstract

Social media is becoming more and more present in the lives of people around the planet and can facilitate communication between people and governments in all spheres. The aim of this article is to analyze the use of social media to communicate the principles of public governance by the governments of major world capitals. The research was applied, with a qualitative and descriptive approach, a design of multiple and descriptive case studies. The capitals of countries that are framed as big cities, with at least 1 million inhabitants, were analyzed. The social media selected for study were Facebook, Twitter, YouTube and Instagram and the popularity, existence of comments and responses to comments by city governments in publications identified as communication of principle of public governance were analyzed. The results showed that the communication of the principles of public governance is scarce, with no routine or standardization of dissemination and exploitation of content on governance by the governments of the cities analyzed. In addition, the social media analyzed did not see the opening of dialogues with the population, being even more used as propaganda media of the city. It is concluded that there is a contradiction between the theory, which points to public communication on the Internet as essential to governments and generates several benefits to municipalities and citizens, and practice, in which the governments surveyed are still at low levels of communication of the principles of public governance.
