Abstract
A methodology, called the Structured Assessment Approach (SAA), has been developed to assess the effectiveness of material control and accounting (MC and A) safeguards systems at nuclear fuel cycle facilities. The methodology has been refined into a computational tool, the Version 1 analysis package, that has been used first to assess a hypothetical nuclear fuel cycle facility and more recently to assess operational nuclear plants. The Version 1 analysis package is designed to analyze safeguards systems that prevent the diversion of Special Nuclear Material from nuclear fuel cycle facilities and to provide assurance that diversion has not occurred.
