Abstract

LOW frequency waves in a cosmic plasma give rise to a random, spatially nonuniform, electromagnetic field, and high frequency radio waves can be generated from this field by Compton scattering of relativistic electrons. This could be the explanation of the radio emission from metagalactic sources.
