Abstract
Complete population transfer between nonresonant tunneling states in a double-well system is predicted to occur when a train of bright or dark laser pulses drives transitions to an excited state in the system. The transition induces the phase shift of the wave packet involved in the transition and alters successive evolutions of the wave packets of the nonresonant states as a result of quantum interference, resulting in complete tunneling.
